Map showing the population density of regions in Vancouver. The metrics between this map and the Toronto map are identical (areas with a population density above 10,000 and 18,000). You can see that Vancouver has fewer data points of populations above 18,000.

To be clear, I just chose this metric arbitrarily. You could definitely manipulate the map to show whatever you want. But I implore you to mess around with it and see for yourself. No matter how you shuffle it about, Toronto downtown has greater population density than Vancouver in some capacity.
